Port Authority of Guam celebrates completion of EQMR building upgrades

March 25, 2026 — The Port Authority of Guam, alongside Governor Lou Leon Guerrero, members of the Port Authority Board of Directors, management, and employees, today celebrated the completion of the Equipment, Maintenance, and Repair (EQMR) Building Repair and Upgrade Project with a ribbon cutting ceremony held at the Port.

The EQMR facility, originally constructed in 1968, serves as the central hub for the maintenance and repair of the Port’s heavy equipment, including forklifts, transportation fleet, cargo handling equipment, and tractors that support the daily movement of goods throughout Guam and the region.

The completed project, with a total cost of $3,844,509.83, was fully funded by the Port Authority of Guam and included structural repairs to address concrete deterioration, mechanical system improvements including sewer line repairs, electrical upgrades with new lighting, transformers, and panelboards, as well as the installation of modern fire alarm and fire sprinkler systems. These enhancements significantly improve safety, operational efficiency, and long-term reliability of the facility.

Governor Lou Leon Guerrero commended the Port for its continued investment in critical infrastructure that supports Guam’s economy and supply chain.

“This project reflects our administration’s commitment to strengthening Guam’s critical infrastructure and ensuring that the Port remains resilient, efficient, and capable of meeting the needs of our island community,” said Governor Leon Guerrero.

Lt. Governor Josh Tenorio said it is important to invest in foundational systems that support frontline operations.

“Our port operations depend on the reliability of the equipment and the people behind it. Projects like this ensure that our workforce has the safe, modern facilities they need to keep Guam moving forward,” said Lt. Governor Tenorio.

Port General Manager Rory J. Respicio emphasized the project’s role in advancing the Port’s long-term modernization strategy.

“The completion of the EQMR Building upgrades marks another important milestone in our ongoing modernization efforts. This facility plays a vital role in maintaining the equipment that keeps cargo moving across our island and throughout Micronesia. Investing in our infrastructure is an investment in our workforce, our operations, and
Guam’s economic future,” said Respicio.

The project was delivered through strong collaboration between Port leadership, the CIP/Engineering Division, project stakeholders, and contractor JJ Global, whose work supported the successful execution of upgrades from design through completion.

As the Port Authority of Guam marks its 50th Anniversary under the theme “Port Strong: 50 Years of Grit, Resilience, and Service Fueling Local and Regional Economies, Partnerships, and National Security,” the completion of the EQMR project underscores the agency’s continued commitment to infrastructure resilience, operational excellence, and the safety of its workforce.

The modernization of critical facilities such as the EQMR building further strengthens the Port’s role as Guam’s primary gateway for commerce and a key logistics hub supporting regional trade and the broader Indo-Pacific supply chain.
