Port Authority of Guam launches emissions inventory initiative under EPA Clean Ports Program

May 19, 2026 — The Port Authority of Guam this week launched a collaborative port-wide emissions inventory effort as part of its federally funded Clean Ports Program, bringing together Port personnel, consultants, and members of the Port Users Group to support the development of Guam’s long-term Zero-Emission and Zero-Waste strategy.

The emissions inventory initiative is being conducted with support from Jacobs, the Port’s consultant team, and includes coordination meetings and data-gathering sessions with Port users throughout the week. The effort focuses on compiling greenhouse gas (GHG) emissions and climate air pollutant (CAP) data associated with Port-owned assets and operational activities across the harbor community.

The inventory process includes the collection and analysis of operational information related to vessels, cargo handling equipment, fleet vehicles, harbor craft, drayage trucks, and other fuel-powered equipment operating within the Port environment. The effort is intended to establish a comprehensive baseline of emissions activity across the Port and support future sustainability, resiliency, and modernization planning initiatives.

Port General Manager Rory J. Respicio said the initiative represents another important step forward in strengthening the Port’s environmental stewardship efforts while ensuring Guam’s main commercial gateway remains prepared for the future. Respicio credited Governor Lou Leon Guerrero, Lt. Governor Josh Tenorio, First Gentleman Jeff Cook, and the Port Authority of Guam Board of Directors for their continued leadership and support of sustainability initiatives and long-term environmental planning efforts at the Port. He noted that the Leon Guerrero Tenorio Administration and the Board have consistently emphasized the importance of resiliency, sustainability, and responsible infrastructure planning as part of Guam’s broader economic and environmental future.

“The Port of Guam plays a critical role in our island’s economy, supply chain, and national security operations, and this effort helps ensure we continue moving forward responsibly and strategically,” Respicio said. “This emissions inventory is about understanding where we are today so we can make informed decisions that strengthen resiliency, improve operational sustainability, and support the long-term future of the Port and the broader community.”

Respicio also emphasized the importance of collaboration with the Port Users Group and industry stakeholders participating in the data collection effort. “This process would not be possible without the partnership and participation of our Port users,” Respicio said. “Their operational knowledge and cooperation are essential to building a complete picture of activity across the harbor and helping guide future planning efforts under the Clean Ports Program.”

Respicio noted that the work underway this week is part of a larger federally funded initiative supported through the U.S. Environmental Protection Agency’s Clean Ports Program.

In January 2025, the Port Authority of Guam officially launched implementation efforts associated with its $2.4 million Clean Ports Program award provided through the U.S. Environmental Protection Agency Climate and Air Quality Planning Competition. The federal award supports several major planning initiatives, including a mobile emissions inventory, updates to the Port’s Net Zero Emissions Strategy, development of a workforce development plan, climate resiliency planning, and implementation strategies focused on decarbonization and electrification of Port operations.

Respicio added that the emissions inventory effort currently underway will help support future planning, grant development, infrastructure modernization efforts, and sustainability initiatives aimed at improving long-term operational resilience across Guam’s only commercial seaport.
