Port Authority of Guam: Recovery from Sinlaku underway

April 20, 2026 — Fuel offloading operations are now underway at the Port Authority of Guam following the safe arrival and berthing of the MT ZHUO HANG GUANG RONG, strengthening the island’s fuel supply as recovery efforts continue.

The vessel docked at F1 Fuel Pier at 7:34 p.m. yesterday, and offloading operations began shortly thereafter. The tanker is carrying ultra-low sulfur diesel fuel that supports power generation, transportation, and ongoing recovery operations across the island. The vessel is expected to complete operations and depart tomorrow.

At the same time, cargo operations remain ongoing with the APL vessel Oceania, which continues to discharge more than 500 containers and breakbulk cargo critical to Guam’s recovery, including food, water, medical supplies, and construction materials. The vessel docked safely at 12:51 p.m. yesterday following the U.S. Coast Guard’s correction of a navigational aid at the harbor entrance, allowing vessel transit into Apra Harbor to resume. Cargo operations are being supported by Gantry Crane 4 in combination with the vessel’s onboard gear.

In support of efficient vessel flow and to prevent delays offshore, a Matson vessel is currently stationed at anchorage and will be brought in for servicing immediately following completion of APL operations. This sequencing minimizes idle time at sea and allows for a more efficient transition between vessels.

The U.S. Coast Guard has officially lifted Port Heavy Weather Condition WHISKEY, and the Port of Guam is now open to all commercial vessel traffic and cargo operations without restriction as of 4:00 p.m. on April 19, 2026.

“This is a major step forward for the island,” said General Manager Rory J. Respicio. “We now have fuel coming in, cargo moving, and vessels flowing through the harbor again. This is about stabilizing supply lines, supporting recovery, and making sure our community has what it needs without further delay.”

Operational assessments and restoration efforts across the Port remain ongoing. Work continues to bring additional equipment fully online to support sustained cargo and fuel operations in the days ahead.
