October 31, 2025 — The Port of Everett has issued a Request for Statement of Qualifications, launching its search for a quality development partner to bring the gateway parcels of its billion-dollar mixed-use development, Waterfront Place, to life.
Located at the front door of Waterfront Place, at the largest public marina on the West Coast, this development opportunity offers a prominent spot at the corner of West Marine View Drive and 13th Street, with direct frontage along State Route 529, immediate access to regional transit, connectivity to waterfront and regional trail systems, and built in local and visitor traffic.
The Port envisions this gateway project to support its destination waterfront with cornerstone retailers that serve the entire development and surrounding communities, prioritizing inclusion of a boutique grocer, pet store, and supporting retail and “retail-tainment” experiences.
While not currently programmed for housing, the Port may consider concepts that include second-story residential with ground floor retail. Enhanced public space, placemaking, and art elements are highly desired in the development.

The Port seeks a private partner with expertise in retail, commercial, and multi-family markets to enter a long-term ground lease, finance, and develop commercial structures for private investment. The goal; bring activation to the last mixed-use parcels available within Fisherman’s Harbor – the first public/private development phase of Waterfront Place.
The available parcels, A1 and A2, offer approximately 1.2 acres for development with possibility of adding another nearly quarter acre portion of adjacent D1/D2 parcels within the neighboring Craftsman District, if desired.
The Waterfront Place Gateway Project is intended to enhance the success of existing multifamily housing, hospitality and retail/restaurant elements in Fisherman’s Harbor, and support the next phase of private development underway, including residential, commercial office and waterside retail, at Waterfront Place in the Millwright District.
In addition to the 266 apartment homes adjacent to the gateway, Port private development partner Lincoln Properties is slated to break ground in late December on another 300 residential units at the Millwright District immediately to the west. At full buildout, Waterfront Place will feature 660 residential units.
The Port of Everett’s Waterfront Place has transformed the City of Everett’s waterfront into a year-round destination, marking 1.6 million site visits in 2024 and growing.

Submittals are due by December 9, 2025 at 4 p.m. PST.
HIGH-LEVEL PROJECT DETAILS
- All land use entitlements complete; only need public works and building permits via City of Everett. All supporting infrastructure, including roads, sidewalks, utilities, and lighting are in place.
- The two Waterfront Place Gateway Parcels, A1 and A2, represent about 1.2 acres of space, combined; option to add just over a quarter acre from adjacent parcels, if desired.
- Development subject to the Waterfront Place Shared Parking Management Plan
- The Port places a strong emphasis on placemaking with enhanced street-level engagement, activated public spaces and integrated public art.
